EU nationals and Slovenian nationals who have lost their jobs in another EU Member State

You can get the U1 Form, confirming your insurance periods in the country of your last employment, from the Employment Service (or other competent social security institution) in this country. You should file the form with the Employment Service in the country of your permanent residence.

The evidence of the insurance periods from abroad will be taken into account in the calculation of the insurance periods aggregation required for your right to the unemployment benefit in the country of your permanent residence. Please find the competent institution in the respective EU countries.
 


EU nationals who have lost their jobs in Slovenia

If you were employed in our country and have lost your job, but you permanently reside in another EU Member State (e.g. in Croatia), you may apply for unemployment benefit, in line with the EU legislation in the country of your permanent residence.

This means that you must obtain the U1 Form, confirming your completed insurance periods in Slovenia, at the Employment Service of Slovenia (at the competent institution). You must then submit the evidence of your insurance periods to the Employment Service in the country of your permanent residence, where it will be taken into account when you exercise your right to the unemployment benefit. 

You can obtain the U1 Form by printing the Application for issuing the U1 Form from our website. Please complete and sign the form correctly and in full, and enclose all the necessary evidence.

Please complete all sections, and in particular: first name and last name, your personal identification number (EMŠO), and your legal address for service of documentation. Do not forget to sign the application form! You also need to enclose the document on termination of the employment relationship. If you cannot provide one, it will be obtained by the Employment Service of Slovenia on an ex-officio basis, which may, however, somewhat prolong the entire procedure. 

The complete application for issuing the U1 Form:

  • send by regular mail to our address (Zavod RS za zaposlovanje, Rožna dolina, Cesta IX/6, 1000 Ljubljana, Slovenia), or
  • leave in the mail box in front of our premises at the indicated location.
     

Slovenian nationals who have lost their jobs in Austria 

If you permanently reside in Slovenia, but had been working and have lost your job in Austria, you may apply for the unemployment benefit at the Employment Service of Slovenia. This means that you must file the application form for the unemployment benefit with the Employment Service of Slovenia when registering as unemployed, and also submit the U1 Form, confirming your insurance periods in Austria. 

It is important that you have not lost your job in Austria by your own will or fault, but due to business reasons on the side of your employer, or the expiry of a temporary work contract. When calculating the conditions to grant you the right to the unemployment benefit, we will take into account the entire period of your work in Austria, as if you were working in Slovenia.

You may obtain the U1 Form, confirming your completed insurance periods in Austria, at the Public Employment Service of Austria (AMS). You may submit the application for issuing the U1 Form electronically on the website of the Public Employment Service of Austria.

You can print the application form for the unemployment benefit from our website. Please complete and sign the application form correctly and in full, and enclose the U1 Form.

The complete application for the unemployment benefit:

  • send by regular mail to the address of the regional office that you would like to register with; 
  • leave in the mail box in front of the premises at one of our locations;
  • submit electronically (without the qualified digital certificate) on our web portal PoiščiDelo.si; or 
  • submit a scan of the document by email (without the qualified digital certificate) to the address of the regional office (the head office – HO) that you would like to register with. 

If you do not obtain the U1 Form from the Public Employment Service of Austria by yourself, the Employment Service of Slovenia can do it for you (on an ex-officio base) at your request, which you must submit with the application for the financial allowance. This, however, may somewhat prolong the entire procedure. If you need our help to obtain the U1 Form from the Public Employment Service of Austria, please enclose with the financial allowance application, a completed and signed Application for issuing the U1 Form, which you can print from our website.  
 


Slovenian nationals who have lost their jobs in Italy

If you permanently reside in Slovenia and have lost your job as a cross-border worker in Italy, you may apply for the unemployment benefit at the Employment Service of Slovenia. It is important that you have not lost your job by your own will or fault, but due to business reasons on the side of your employer, or the expiry of a temporary work contract.

To exercise your right to the unemployment benefit, please enclose the U1 Form when registering as unemployed with the Employment Service of Slovenia, that proves your completed insurance periods in Italy, and is taken into consideration when calculating the benefit. 

The U1 Form is issued by the competent employment institution in Italy – INPS. You may obtain it yourself by submitting a request for INPS to issue the Form. As an alternative, the Employment Service of Slovenia can request it (on an ex-officio base), if you also submit, along with the unemployment benefit application, a completed and signed Application for issuing the U1 Form, which you can print from our website. This, however, may somewhat prolong the entire procedure.
